Wisconsin Senator Ron Johnson is renewing his push for answers from federal health agencies after a leaked internal FDA memo from November acknowledged that an internal review found COVID-19 vaccines were linked to the deaths of at least ten American children — a finding Johnson has called a “profound revelation” that demands accountability.

The memo was written by Dr. Vinay Prasad, director of the FDA’s Center for Biologics Evaluation and Research. It described an internal review of 96 child deaths reported to the Vaccine Adverse Event Reporting System between 2021 and 2024, concluding that “no fewer than 10” of those deaths were related to COVID vaccination. Prasad said the true number could be higher, and accused the agency of ignoring safety concerns for years.

In a letter to the Department of Health and Human Services, Johnson demanded all records related to the review of the 96 death reports, including any memoranda, underlying data, and documentation. “Nobody wanted to admit that these things were causing death,” Johnson told the Daily Caller News Foundation. “This is absolutely a case of willful ignorance.”

The memo used pointed language, calling past FDA decisions “dishonest” and stating that vaccine mandates for schools and workplaces may have left regulators in the position of having “harmed more children than we saved.” Prasad also told employees who disagreed with his conclusions to resign.

The memo drew sharp pushback from vaccine scientists. A separate internal FDA memo from December put the pediatric death toll somewhere between zero and seven, and a Department of HHS spokesperson said the investigation was still ongoing with no final count. Critics noted that VAERS reports are designed as an early warning system only and are not proof of causation — a point scientists said Prasad’s memo glossed over. “This memo conveys a very troubling mixture of misrepresentation and lies,” said Dr. Peter Marks, former director of the same FDA division Prasad now leads.

For context, more than 2,100 American children died of COVID itself since the pandemic began, according to CDC data — a figure critics say the debate over vaccine risk often omits. Johnson, who has investigated COVID vaccine adverse events since 2021, says the scale of the VAERS database — which contains 9,299 reports of deaths within two days of vaccination worldwide — demands more scrutiny than regulators have given it.
