Keshel frames these as a complete platform rather than a menu of options — his argument being that each point individually deters fraud, but implementing all ten together would produce elections with very limited opportunities for systemic manipulation.
A few things worth noting for context: Keshel is a former Army Captain of Military Intelligence and became prominent in election integrity circles following the 2020 election. His claims about that election — including his estimate of over 8 million fraudulent Biden votes — have not been substantiated by audits, courts, or election officials across both parties, and dozens of legal challenges were dismissed. That said, several of his ten reform proposals (voter ID, paper ballots, voter roll maintenance) have broad bipartisan support in polling, while others like banning all early voting and mail-in voting are more contested policy positions.
