Loeffler at Cabinet Meeting: $200 Billion in Fraudulent PPP Loans Found — Biden Tried to Bury Them

SBA Administrator Kelly Loeffler delivered a stunning update at President Trump’s full Cabinet meeting Tuesday, telling the room that her agency has uncovered $200 billion in fraudulent PPP loans that the Biden administration attempted to conceal, forgive, and quietly close out.

The number represents a significant escalation from what Loeffler had previously disclosed. In earlier public statements she had described the fraudulent loan portfolio in broader terms; Tuesday’s Cabinet meeting put a specific top-line figure on it for the first time.

“At the SBA, we found $200 billion in fraudulent PPP loans that the Biden Administration tried to hide, and forgive, and sweep under the rug,” Loeffler said. “We’ve turned the first $22 billion of that over to Treasury for collections, and to DOJ for prosecution.”

The $22 billion referral to Treasury and DOJ matches the figure Vice President Vance cited at yesterday’s anti-fraud roundtable — confirming the two numbers are connected and the collection process is actively underway. The remaining roughly $178 billion represents the pipeline of cases still being worked through the system.

For context on the scale: the entire PPP program distributed approximately $800 billion in loans. If Loeffler’s $200 billion figure holds up, it would mean roughly one in four PPP dollars went to fraudulent borrowers — a finding that, if prosecuted, would represent the largest financial fraud recovery effort in American history.

The Biden administration’s loan forgiveness decisions during 2021-2024 are now directly in the crosshairs. Loeffler’s allegation — that officials not only failed to catch the fraud but actively moved to forgive those loans before they could be scrutinized — is the most explosive claim yet from the SBA’s ongoing audit.
